Meet Our Compassionate Leadership Team
Paul Foster
Founder & Chair of the Board
Paul was one of the original founders of Blue Sky Care in 2004 and has been with the business ever since. Paul has sat on the board since then and has a high level and strategic overview of the business.
Duncan Foster
Director
Duncan joined Blue Sky Care in 2023, originally as a management consultant, before becoming a director in 2025. His role looks to set the direction of the company and oversee day to day financial and operational decisions. Duncan has over 10 years experience in board level roles previous to joining Blue Sky Care and brings that experience into the care sector.
Duncan has joined to spearhead business development, looking at operational improvements, digital transformation and growth.
John Carter
Care Director
After achieving a degree in psychology and criminology from the University of Lincoln John entered the care sector over 20 years ago, developing in his career following experiences working with people with Autism, learning disabilities, physical disabilities and mental health conditions and undertaking management roles within Lincolnshire, Warwickshire, and Nottinghamshire and gaining his leadership and management of care services award.
John started with Blue Sky in 2011 and held many positions including registered manager of multiple services, and Head of Care until becoming the care director in 2023.
John is responsible for ensuring the company delivers high quality care, support and enablement; providing leadership to the management team and devising and implementing internal quality assurance. John is the nominated individual for Blue Sky Care, and therefore acts as a conduit between the business and regulators. John also spearheads care relevant business strategies and development within the business.
